§ 19¾-11. Plans and approval of construction of buildings in parish contiguous to "A" residential districts in Alexandria.

  • In order to effectuate the proper and systematic development of property within wards 1 and 8 of Rapides Parish, it shall be unlawful for any person, firm or corporation to construct or cause to be constructed or alter or cause to be altered any building or other edifice upon property not located within the city limits of the City of Alexandria but contiguous to property located within the City of Alexandria zoned "A" residential by said city without:

    (1)

    Submitting detailed plans and specifications for said construction or alteration to the regional planning commission of Rapides Parish, and

    (2)

    Obtaining a construction approval certificate for the construction in accordance with the submitted plans and specifications from the Regional Planning Commission of Rapides Parish.

    The construction approval certificate shall be issued by the regional planning commission only after said commission has determined that the intended construction is a desirable use of land considering the health, safety, welfare, education, economic conditions and regional development of the area affected.

    Any person, firm or corporation may appeal any decision deemed adverse to the zoning committee of the Rapides Parish Police Jury upon application duly made, and finally to the Rapides Parish Police Jury.

    Any person, firm or corporation violating the provisions of this section shall be guilty of a misdemeanor, and upon being found guilty by a court of competent jurisdiction, shall be fined not more than five hundred dollars ($500.00), or sentenced to serve not more than sixty (60) days, or both, at the discretion of the court. Each day in violation of this section shall constitute a separate offense.
