§ 21-15.1. Introduction; purpose and objectives.

  • (a)

    The Rapides Parish Fire Protection District No. 4 (hereinafter referred to as Fire District No. 4) desires to maintain a safe, healthy and productive environment for all of its employees and the public they serve. To that end, Fire District No. 4 will act to eliminate any substance abuse which increases the potential for accidents, absenteeism, substandard performance, poor employee morale or damage to the community's reputation.

    (b)

    Employees are expected to report to work in a physical and emotional condition that will allow them to perform their assigned tasks in a competent and safe manner. The manufacture, use, abuse, intoxication, possession, distribution, sale, presence in the body or reporting to work under the influence of alcohol, drugs and other substances by the employee limits the ability of the user to exercise good judgment, react properly in unexpected situations, perform tasks safely and efficiently and endangers not only that employee but fellow employees and property. Fire District No. 4 has implemented this policy to eliminate these problems and to meet the following objectives:

    (1)

    To assist in maintaining a safe and healthy working environment for employees of Fire District No. 4 and its affiliated or subsidiary agencies, as well as contractors and visitors;

    (2)

    To maintain a drug/alcohol-free workplace and a drug/alcohol-free work force;

    (3)

    To provide counseling and/or rehabilitation assistance for employees when appropriate;

    (4)

    To prevent accidental injuries and to protect property;

    (5)

    To minimize absenteeism and tardiness, improve productivity and ensure quality workmanship;

    (6)

    To protect the reputation of Fire District No. 4 and its employees within the community;

    (7)

    To comply with existing laws and contractual obligations;

    (8)

    To protect the public health and safety of the general community.
