By virtue of the authority conferred by Article XIV, Section 14, paragraph (b.2) of
the Constitution of the State of Louisiana for the year 1921, as amended, Sub-Part
B-2 of Part IV, Chapter 1, Title 33 of the Louisiana Revised Statutes of 1950, and
other constitutional and statutory authority supplemental thereto, there is hereby
created an industrial district within the Parish of Rapides, Louisiana, whose boundaries
are shown on a map or plat attached hereto and marked Exhibit "A" and are more particularly
described as follows, to-wit:
That certain area of land in Ward Two of Rapides Parish described as follows:
Begin at Point "A" on the accompanying map, which point is the southwest corner of
Township Two North (T2N) Range One West (R1W), Rapides Parish, Louisiana. Thence follow
along the township line between Township Two North (T2N) and Township One North (T1N)
to the northwest corner of Section Two (2), Township One North (T1N) Range One West
(R1W). Thence follow along the western line of Section Two (2) Township One North
(T1N) Range One West (R1W), which is also the ward line between Wards Two (2) and
Four (4) of Rapides Parish, to the southwest corner of the Pegram Tract, now owned
by Roy O. Martin Lumber Company; thence in a northeasterly direction along the Pegram
and Weems line, which is also the ward line between Wards Two (2) and Three (3) of
Rapides Parish, to Bayou Boeuf. Thence run up and across Bayou Boeuf and along the
Hardy-Weems line and along the ward line to its intersection with the Lecompte-Latanier
Highway (No. 457) on the south boundary of Section thirty-four (34), Township Two
North (T2N) Range One East (R1E). Thence follow the Lecompte-Latanier Highway (No.
457) in a north-northeasterly direction to where said highway crosses the Chatlin
Lake Canal. Thence follow up said canal in a northerly direction to the southern boundary
line of Inglewood Plantation now owned by Keller. Thence follow the south boundary
line of Inglewood Plantation in Township Three North (T3N) Range One East (R1E) and
Township Three North (T3N) Range One West (R1W) to the ward line between Wards One
(1) and Two (2) on the eastern boundary of Section Fifteen (15) Township Three North
(T3N) Range One West (R1W). Thence follow along the ward line between Wards One (1)
and Two (2) in a south-southeast and southwest direction to the southern boundary
of Township Three North (T3N) Range One West (R1W); thence in a western direction
along the southern boundary of Township Three North (T3N) Range One West (R1W) to
the southwest corner of said Township Three North (T3N) Range One West (R1W); thence
in a southern direction along the range line between Township Two North (T2N) Range
One West (R1W) and Township Two North (T2N) Range Two West (R2W), which is also the
ward line between Wards Two (2) and Four (4), to the southwest corner of Township
Two North (T2N) Range One West (R1W) and Point "A" which is the original point of
beginning.
